To get a logbook ring Jag and tell them your seal number.
MSA is run to MSA national rules, you will find most kart clubs are MSA and you therefore need a Competition licence and certain safety gear, go to the club and ask it will be explained to you.
Non-MSA, then the rules are the rules at that club only.

Well the cost of engine rebuild's will certainly be cheaper 
And with that background you will understand the difference air density makes to your jetting
